Time is an external effect outside of the control of the system. When a certain time is reached that event is detected by the real-time clock that is inside the system and the use case is started 'automatically'. It would usually be too inflexible to hardcode the system always to start at a particular time, so normally an actor, through another use case or through the same use case, would be able to turn the automation on and off and set the time.
